Treat the RFP as a project graph: questions, dependencies, mandatory attachments, evaluation criteria, and cross-references between sections.
How to solve it
1. Parse into a requirement register. Break the solicitation into atomic items with IDs. Capture mandatory vs optional, scoring weight if stated, and cross-links ("see Section 4.2").
2. Map evidence to each item. Link past proposals, certifications, project profiles, and CVs. Flag gaps early ("no public reference for healthcare in EU").
3. Parallelize with ownership. Assign sections to SMEs; AI drafts from approved snippets and facts, not from imagination. Use a single numbers registry so pricing and SLAs stay consistent across volumes.
4. Run compliance checks. Automated scans for unanswered prompts, tense mismatches ("will" vs "does"), and prohibited claims versus your legal guardrails.
5. Simulate evaluation. If criteria are explicit, score drafts against rubrics to prioritize rewrite effort.
Pitfalls
Generating prose without SME review on regulated claims. Letting each writer use different definitions for the same KPI. Submitting without a final consistency pass across volumes.
